Poverty Is Guilty? Content introduction

America's poorest communities have seen dramatic change in recent years. Most obviously, many neighborhoods and Spaces that were once neglected are now heavily policed. It is believed that this is not only to maintain law and order, but also to bring people who are displaced, unemployed, suffering from addiction and physical and mental illness back to the right path.

But this genuinely well-intentioned policy, in the eyes of the residents of Los Angeles' slums, has pushed them deeper into trouble. They are constantly stopped, searched and arrested for minor offenses such as sitting on sidewalks and jaywalking. They are required to participate in rehabilitation programs at large shelters, and they lose their already precarious jobs and homes. Poverty itself seems to lead to more convictions.

How did this dilemma come about? In search of answers, sociologist Forrest Stewart spent five years in the slums of Los Angeles, where he scavenged with residents, worked out, set up stalls with vendors, followed police patrols, joined community organizations, and was repeatedly stopped and searched by police. As he experiences the daily lives of different groups in the ghetto, he discovers that this is a tragedy caused by mistakes and misplaced priorities, not a battle between heroes and evil forces. Behind this dilemma is the change of policy, ideological trend and social structure, which also vaguely contains the hope of improvement.

About the author

Forrest Stewart

He is currently Professor of Sociology at Stanford University, director of the Stanford Ethnographic Lab, director of the Urban Studies Program, a MacArthur Fellow, and a Fellow of the Society for Social Research. He is the author of BalladoftheBullet.
