　　斯凡·哈拉尔德·伊加德（SveinHaraldØygard）

　　挪威经济学家，1990—1994年担任挪威财政部副大臣，参与处理挪威银行业和货币危机，后来加入麦肯锡公司担任企业战略咨询师。2009年冰岛金融风暴中，受命担任冰岛央行署理行长，成为冰岛央行史上首位外籍行长。署理冰岛央行期间，他领导了冰岛银行重组协调委员会。这使得他可以用独特的内部视角来观察冰岛、冰岛居民和冰岛机构，以及全球金融体系的运行。如今他在多家国际公司担任董事会职务。

In the Eye of the Storm

In 2008, the global financial tsunami caused by the subprime mortgage crisis in the United States made Iceland the first country to be hit by the crisis and nearly bankrupt. Svan Harald Igard, who had been Norway's deputy finance minister, was appointed acting governor of Iceland's central bank to lead the restructuring of Icelandic banks. In this book, he writes about Iceland's experience with the financial crisis from both an eyewitness and a macro perspective. Through interviews with nearly a hundred relevant people such as regulators, central banks, and the Ministry of Finance, as well as entrepreneurs, analysts, and scholars, we vividly restore the precursor, outbreak process, emergency measures and economic recovery process of Iceland's crisis with documentary techniques. The book describes the shocking financial details, but also covers the insight, courage and courage of the Icelandic government and financial people in the face of the crisis, as well as the criticism of the British and American financial hegemony, and the financial instruments implemented in the process of economic reconstruction.

In this financial crisis, Iceland abandoned traditional financial concepts, delayed fiscal austerity policies, allowed its systemic banks to fail, let the exchange rate float freely, and combined with capital control measures, restricted capital flow, insisted that creditors bear losses, and so on. Although the hardest hit, Iceland recovered the fastest, with its financial system stabilizing and debt levels much lower than before the crisis, becoming the first country to exit an IMF rescue program.

Few countries offer more insight into the financial crisis of 2008, from its initial onset, to its inevitable collapse, to its subsequent recovery, and to the repeal of the last crisis-management measure, than Iceland. Norwegian economist who served as Deputy Minister of Finance from 1990 to 1994 and was involved in dealing with Norway's banking and currency crises before joining McKinsey & Company as a corporate strategy consultant. During the Icelandic financial crisis in 2009, he was appointed as the Governor of the Central Bank of Iceland, becoming the first foreign governor in the history of the central bank of Iceland. While acting as the central Bank of Iceland, he headed the Coordinating Board for the Restructuring of Icelandic Banks. This gives him a unique insider's view of Iceland, its people and institutions, as well as the workings of the global financial system. He now serves on the boards of several international companies.
